RAD 101: Tenant Rights & Redevelopment in Charleston

Hybrid Training — In Person & Online

Charleston Housing Authority is moving forward with plans to redevelop Gadsden Green and Eastside public housing under HUD’s Rental Assistance Demonstration (RAD) program—but tenants and community members have been left out of the conversation. This training is designed to change that.

RAD 101 is a crash course for public housing tenants and community leaders who want to understand the basics of RAD redevelopment—what it is, how it works, and what rights tenants have when their homes are on the line. We’ll break down:

  • What RAD is and why it matters

  • How RAD is already impacting residents of Gadsden Green and Eastside

  • The responsibilities of Charleston Housing Authority and HUD

  • Your rights as a tenant and how to enforce them

  • What meaningful tenant involvement should look like

This redevelopment is more than a housing issue—it’s a racial justice issue. We know that without organized pushback and strong tenant leadership, RAD could be the final blow to Black neighborhoods on the Charleston peninsula, erasing generations of community through displacement and gentrification.

Tenants and community members will leave this session with a clear understanding of the process, the tools to start organizing, and a plan to make sure tenant voices are not only heard—but respected.

Snacks, travel support (gas cards), and childcare will be provided for in-person attendees. Please indicate any needs during registration.

Our ‘Tenant Organizing Fundamentals’ training is an in-person, two-part training that emphasizes grassroots organizing practices, building relationships grounded in mutual self-interest, one-to-one relational meetings; and building the foundation of powerful tenant unions.

Tenants will meet and build relationships with other tenants organizing in their buildings, complexes, and neighborhoods in SC.

By the end of the training, attendees will be able to clearly state their self-interest, be equipped to have powerful conversations with their neighbors, and have tools to start organizing with tenants in their complex, city, or state.

SC Tenant Union & Tri-County Tenant Union will provide a delicious lunch, travel support (gas gift cards), and childcare. Please indicate if you’ll need any support when registering.

Know Your Tenant Rights Workshop

Virtual Workshop hosted by SC Tenant Union + SC Legal Services

Knowledge is power—and every tenant deserves to know their rights and how to fight back when those rights are violated. This workshop is for renters across South Carolina who want to better understand the laws that protect us and how to assert your rights when they are being violated.

In this virtual session, we’ll cover:

  • Your basic rights as a tenant under South Carolina law

  • What landlords are legally required to do—and what they can’t do

  • How to enforce your rights and respond to violations

  • What steps to take if you're facing eviction, unsafe conditions, or landlord harassment

We’re partnering with SC Legal Services to walk through real-life scenarios, share practical tools, and answer your questions. At the end of the session, we’ll have time for a Q&A with host attorney, Caroline Witz.

This is our most attended workshop for a reason—tenants leave more informed, confident and powerful.

Know Your Public Housing Tenant Rights

Tenant Rights Are Power: Public Housing Tenant Training

SC Tenant Union is bringing together public housing tenants from across South Carolina for a powerful rights-based training rooted in truth, protection, and collective power. We’re partnering with the National Low Income Housing Coalition (NLIHC) to host a session focused on your rights as a public housing resident—what those rights are, how to enforce them, and what to do when they’re violated.

Too many of us are facing unsafe conditions, threats of eviction, harassment, or being ignored by housing authorities. This training is designed to equip you with the tools to fight back, organize, and demand the housing we deserve.

We’re not just educating—we’re organizing. This is a space for tenants to come together, learn, and build the power we need to make change in our communities.

At the end of the session, there will be time for Q&A and discussion with experts from NLIHC and SC Tenant Union.

Housing is a human right—and it starts with knowing your rights.

Building Your Organizing Committee

As tenant leaders, one of the first steps in building real power in your building or neighborhood is forming a strong, grounded organizing committee. This training is designed for tenants who are ready to move from frustration to formation—turning conversations into coordination and taking the first steps toward a functioning tenant union.

In this session, we’ll break down:

  • What an organizing committee is and why it serves as the backbone of any strong tenant union.

  • The role of the organizing committee—from outreach and accountability to strategy and decision-making.

  • How to plan effective meetings that move your union forward and build leadership along the way.

Whether you’ve already started talking with neighbors or you’re just getting your feet under you, this training will give you the tools and clarity to begin building a crew that can lead with purpose and power. We’ll talk about real-life examples, lessons learned from the field, and give you time to workshop ideas for your tenant union.

This is not just about having more meetings—it’s about building the structure needed to win.

Come eat pizza while urging elected officials to support H. 4270, the Eviction Record Sealing Act, a bill that gives South Carolinians a fair chance at stable housing! An eviction filing — even one that was dismissed or ruled in favor of the tenant — can follow someone for years, blocking access to safe homes and better opportunities.
